If a civilian can not buy and own Remington 870MC, explain the reasons for me. =)

Assuming that 18 inches is inches barrel/26 usually do not understand why it can not admit it. New York City Local rules, the state .. not so much.
I have to ask .. With so many civil and military aircraft in short order, why pay more for a new MCS, anyway?
Are 870 and 870 and is fairly easy, legal in most states create one as you like.
Of course, you only need a stamp duty of $ 5.00 and has a Class 3, a different weapon, no big deal to be registered.
